Pre-implementation Assessments to be given to organizations or providers in order to measure organizational or individual readiness:
- The Intensive Family Preservation Services Implementation Guide provides policy makers, funders, program developers, and administrators with tools for assessing capacity and planning for implementation of HOMEBUILDERS programs. Topics include:
- examining need
- assessing capacity
- identifying system supports and barriers
- preparing for program startup.

- Individuals can assess their skill readiness to be a HOMEBUILDERS therapist through use of the Initial Professional Development Plan, a 36-item checklist which includes:
- ability to implement behavioral interventions
- ability to use critical thinking skills in designing clinical interventions
- ability to active listen to multiple family members at one time.

Implementation Tools for the program (e.g., implementation guides or manuals):
- The Intensive Family Preservation Services Implementation Guide is primarily designed for policy makers and administrators, Topics include:
- identifying families to be served
- developing referral pathways
- developing system capacity to support service delivery
- developing support for the program
- developing funding and policy
- contracting with provider agencies.

- The HOMEBUILDERS Sample Site Development Plan describes the typical implementation steps during the initial three years of site operation, including administrative, clinical, training, and quality assurance activities. Fidelity measures:
- The HOMEBUILDERS model is based on a set of standards, with fidelity measures for these standards. HOMEBUILDERS Fidelity Measures describes the major fidelity measures. This document lists the structural and clinical standards of the model, the fidelity indicators related to those standards, and performance measures for each indicator.
