Usage Guide for the CEBC

The California Evidence-Based Clearinghouse for Child Welfare (CEBC) website is designed to allow you access to a summary of programs in topic areas relevant to one or more major child welfare goals. If you want more extensive information, you will be provided with an option to delve deeper into the database to gather increasingly detailed information. This flexible system is intended to give you the information you need to make important decisions and to gain in-depth understanding of individual models and programs.

The website does not, however, contain an exhaustive list of all topic areas relevant to child welfare practice and has not reviewed all possible options for programs and practices. The breadth and scope of the CEBC increases throughout the year with the addition of five topic areas annually, but will never be able to address all possible issues facing the enormously complex field of child welfare. The CEBC will focus on priority areas, important models and programs that have empirical support, or programs that are used or marketed in California.

You can search the database in the following ways:

  • By Program Name
    Alphabetical listing of all the programs. As you type in the "filter program names" box, the list will adjust and only display the programs with names or target populations matching your filter.
  • By Topic Area
    Topic Areas are focused and priority issues selected by the Advisory Committee that are of the utmost concern to child welfare professionals. For each topic area, a definition and rationale of why it is important to child welfare are included on its main topic area page, in addition to a list of all of the programs that can be found in that topic area.
  • By Maltreatment Type
    Some programs have been identified that target people who have experienced specific types of maltreatment. You can search the website to identify all programs designed to address a specific type of abuse. (Note, however, that many programs are not focused on specific types of abuse or neglect). Programs focused on Physical Abuse, Neglect, Sexual Abuse, Emotional Abuse, and Exposure to Domestic Violence can be identified by selecting, or clicking on, the key term.
  • By Scientific Rating
    Each individual practice highlighted in the CEBC has been reviewed as to the scientific strength of the evidence supporting it (see Scientific Rating Scale), and the relevance to child welfare (see Child Welfare Relevance Rating). Updates will be included as evidence accumulates which may change the initial rating for a practice.
  • By Goals/Outcomes
    There are three major federal goals that public child welfare services are accountable to address: Safety, Permanency, and Child and Family Well-Being. Some practices are relevant to all three goals, other practices may focus on only two and some are tightly targeted to one goal. If you are seeking information about how to enhance your child welfare efforts related to any of the three goals, you can search by the goal type.  You will be given a list of reviewed practices that are related to the selected goal.
  • Advanced Search
    The Advanced Search feature is provided to allow you to search for very specific information. If you select Advanced Search without any options selected, you will receive a list of all the programs in our database. Any selections you make will narrow your focus.
